Even, you need just an internet access and can go over the restriction/the ban. There are some regions where cryptos are banned or restricted, but there are no effective way to stop users from dealing with it.

You have to check the laws of each country and its restrictions, as we see China plays like a Soccer Game with Crypto people. Some times legal and some time illegal or restrict, etc.
In the future these all countries will adopt Crypto because of no trust in banks to people.

Each government has their own perception about crypto, whether it is good or bad, or a threat to them. That's why there are countries who banned cryptocurrency while some just put restrictions. There are also countries who legalized it, and some who neither banned nor legalized it yet you can still use crypto. So basically not everyone can use crypto freely because of their government's stand on cryptocurrency.

There are some countries that banned crypto but I guess even if crypto get's banned there are some other ways to use it or hide it from your government.
Anyone in the world can use cryptocurrency because of its feature which is anonymity and as long as you are connected to the internet.
But there are some countries banned it, they don't recognize cryptocurrency as money. Some think it is only a bubble and a scam. Even they know it is banned, they make ways to have access and still exist in the crypto world.
There are countries that ban it, though the implementation becomes difficult unless their internet is heavily censored.
China is one example, making their own government-made cryptocurrency that might effectively set a complete ban on other cryptocurrencies in the future.
Governments do not want decentralized cryptocurrencies since transactions are hard to identify to the person making that, and so it would be easy for illegal activities to be paid with much lesser risk of getting caught. It could also be used in money laundering, where a govt. loses trace of stolen funds. Scams and thefts are also prevalent still in cryptocurrency market since a transaction is irreversible, and the recovery of funds would be difficult for the government, unless they could track the thief to give up the private key, which would be highly unlikely.
